METHANE EMISSIONS REDUCTION, ENERGY EFFICIENCY AND SUSTAINABLE ENERGY DEVELOPMENT Dr Caroline Milow is a Programme Manager with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, based in Tashkent, Uzbekistan. She manages a portfolio of regional and bilateral programmes covering climate diplomacy, transboundary water cooperation, renewable energy and methane mitigation. She also heads the Technical Secretariat of the Team Europe Initiative on Water, Energy and Climate Change in Central Asia. Dr Milow has worked extensively on environmental governance, regional cooperation and transboundary water management in Central Asia since 2008. Before joining GIZ in 2014, she served as Political Adviser to the European Union Special Representative for Central Asia and the European External Action Service, where she was responsible for water, environment and energy. Earlier, she held several positions with the Organization for Security and Co-operation in Europe (OSCE) in Albania, Kosovo and Uzbekistan, including as Head of the Economic, Environmental and Good Governance Unit at the OSCE Project Co-ordinator’s Office in Tashkent. At GIZ, Dr Milow has led major programmes on transboundary water management, water governance and ecosystem-based land use in Central Asia. Her current portfolio includes EU-supported activities in Turkmenistan aimed at advancing climate policy, renewable energy cooperation and methane-emissions reduction, including support for methane monitoring and leak detection and repair. Dr Milow studied history, political science and Slavic philology and received her doctorate from the University of Regensburg in 1998. In 2015, she was selected for an advanced water-diplomacy programme jointly delivered by Tufts University, the Massachusetts Institute of Technology and Harvard University.
